I really don't know what to say besides that was really hard to read. But ill take a stab at it and say that the author is trying to show us ways that art can and is used through the government and people in power. He shows us many examples of how people used art and praised art. Once again I have no idea if this is even close to what the real message of the article was but I figured I would take a guess.
I didn't read the whole thing. But what i got out of it was that sometimes people are just concerned with how art looks and not about the meaning behind it. It also says that the beautiful work sells. So i guess the goal is to make it look good and have meaning.
